Environment Agency Publishes Interim IBAA Sampling and Testing Protocol 

The Environment Agency has published new interim guidance setting out how Incinerator Bottom Ash Aggregate (IBAA) can be sampled and tested as an alternative to undertaking a full waste classification assessment under WM3 technical guidance.  

The protocol applies from 1 April 2026 and was published by the Environment Agency on 7 May 2026. It establishes a nationally consistent framework for assessing IBAA derived from municipal waste incinerator bottom ash. It will initially run for 12 months, although the Environment Agency has confirmed it will remain in place until formally revised or withdrawn.  

The guidance introduces detailed requirements covering: 

  • sampling frequency and rolling assessment datasets  
  • sample collection and laboratory preparation methods  
  • exceedance thresholds and hazardous classification triggers  
  • speciation and refinement factors  
  • reporting obligations to the Environment Agency  
  • accelerated sampling requirements following exceedances  

While many operators will already undertake routine sampling and monitoring, the protocol introduces a more prescriptive national framework around rolling datasets, exceedance criteria and ongoing trend assessment. 

The protocol also places an emphasis on laboratory QA/QC, representative sampling and metal speciation, particularly for copper and zinc compounds. Operators using interim default refinement factors will need to complete site-specific speciation studies before 31 March 2027 if they wish to continue using refined assessments.  

Importantly, the Environment Agency requires operators using the protocol to: 

  • formally notify the regulator  
  • provide ongoing analytical results within 2 working days of receipt  
  • investigate exceedances and emerging trends  
  • undertake accelerated sampling where trigger thresholds are exceeded  

For operators, this is likely to have implications not only for compliance, but also for operational management, sampling logistics, laboratory capacity and record keeping. 

Although the protocol applies specifically to England, it will be of wider interest across the waste and resource sector given the continued focus on consistency of waste classification and aggregate quality assurance.
