Does Your Scrap Metal or ELV Business Operate Under Paragraph 45? Prepare for EASR Now

Many scrap metal recyclers and vehicle dismantling businesses across Scotland currently operate under the Paragraph 45 Waste Management Licensing Exemption.

As Waste Management Licensing transitions to EASR, operators should begin planning for the replacement environmental authorisation that will apply to their business.

What activities does Paragraph 45 cover?

Paragraph 45 typically applies to:

  • Storage of scrap metal
  • Recovery of scrap metal
  • Dismantling of depolluted End-of-Life Vehicles (ELVs)

These activities form an important part of Scotland’s circular economy by recovering valuable materials for reuse and recycling.

Why review your exemption?

The transition to EASR provides an opportunity to review:

  • Existing site infrastructure
  • Environmental management procedures
  • Operational controls
  • Future authorisation requirements

Operators may need to apply for a replacement EASR authorisation before their exemption expires.

Early planning will reduce the risk of disruption and allow sufficient time to prepare any supporting documentation required by SEPA.
