To all businesses that import or export waste from England under Article 18 (also known as ‘Green List’) Controls

The Environment Agency is planning reform the way they regulate Article 18 (Green List) waste shipments in England. This will also affect Scottish based businesses as they are often using English ports to export their waste.

As part of this project, they plan to introduce charges for all Article 18 (green list) waste shipments. Stakeholders will be consulted early 2026 to gather views on appropriate charges.

Before the consultation, the Environment Agency are seeking businesses views about the proposed changes. This survey is a precursor to charging for Annex VII paperwork and the introduction of Digital Waste Tracking.
