Albion Environmental Limited is one of the UK’s leading consultants specialising in waste management, environmental, health and safety solutions. We deliver strategic advice, support and training to the waste management and construction industries in both the public and private sectors.
We understand that assessment and management of waste soils is a complex issue and we have experience of providing support with the following:
Soil Waste Classification / WM3 – Developers & Groundworks Contractors
Waste producers have a Duty of Care obligation to describe their waste appropriately. To meet this obligation waste producers are required to know the correct European Waste Catalogue (EWC) Code for their waste soil. This requires an assessment in accordance with the EA/SEPA’s Waste Classification: Guidance on the Classification and Assessment of Waste (2018) Technical Guidance WM3v1.1.
Albion can classify your waste soil in accordance with WM3 guidance. The classification will confirm whether soils are non-hazardous (17 05 04) or hazardous/special (17 05 03*) waste.

Soil Waste Classification / WM3 – Waste Managers
Waste managers have a Duty of Care obligation to ensure they hold the appropriate licence/exemption/permit for incoming waste. To meet this obligation waste managers are required to know the correct European Waste Catalogue (EWC) Code of the waste soil. Where the waste manager operates a landfill, they also require this information as part of the evidence for deciding the appropriate level of landfill tax.
Albion can classify the waste soil on your behalf. The assessment can be used to help demonstrate compliance with your Duty of Care obligations and will confirm whether soils are non-hazardous (17 05 04) or hazardous/special (17 05 03*) waste.

This can be achieved by challenging existing remedial strategies, undertaking additional targeted investigations (where required) and we regularly achieve success in reducing waste and imported soil volumes. This can result in significant cost savings. Where disposal is required, we will aim to identify the most cost-effective disposal route for your project.
