Do you Consign, Load or Transport Dangerous Goods or Wastes?

From 1999, SI257 (CDG) and more recently SI568 The Carriage of Dangerous Goods by Road and Use of Pressurised Receptacles Act 2004 (CDG/TPR) embraced the ADR directives, the latest of which is ADR 2005.

These require companies that load, handle, transport, pack or fill receptacles in all but limited quantities as defined by these Regulations to appoint a Dangerous Goods Safety Adviser. (DGSA)

It states: "Each undertaking, the activities of which include the carriage, or the related packing, loading, filling or unloading, of dangerous goods by road shall appoint one of more safety advisors for the carriage of dangerous goods, responsible for helping to prevent the risks inherent in such activities with regards to person, property and the environment." (1.8.3.1 ADR 2005).
What is not immediately clear from the above statement is that these regulations can apply to any person who allows dangerous goods to be carried by road, not just the transport operator. This could include anyone who consigns any shipments such as freight forwarders, warehousemen, manufacturers producing goods that will be collected from their factory or waste transfer operations.
The regulations also make it a legal requirement that any persons whose duties concern the carriage of Dangerous Goods by Road shall have received training in the requirements governing the carriage of such goods appropriate to their duties. (1.3.1 & 1.4.1 ADR 2005).
This is a very broad requirement that encompasses personnel employed by the road vehicle operator & the consignor and may include:
- Forklift truck drivers.
- Warehousemen/labourers who load or unload dangerous goods.
- Staff in freight forwarding or shipping agency offices.
- Staff working on waste transfer facilities that handle dangerous goods (such as Asbestos, lead acid batteries, waste oils, LPG Cylinders & clinical wastes etc).
- Drivers of vehicles up to 3.5t GVW are also included.

Another New Team Member – Hayley White

Exhibitions

( January 2006)

Albion Environmental Limited will be exhibiting stands in both the RWM Exhibition and Conference, Glasgow in May and the CIWM Exhibition and Conference in Torquay in June. We will be located in the South Green, stand SG24 Both exhibitions proved a great success last year in expanding the business and meeting new clients and contacts as well as catching up with current clients and old acquaintances.

Waste Management Licence Applications

( January 2006)

Albion Environmental Ltd continues its successful Waste Management Licence Application work after recently completing applications for a range of companies including Highland New Start, Stirling Fibre, GP Plantscape, Billy Munro and North Ayrshire Council. Albion Environmental Ltd has developed a support package to assist these companies through the initial application phase. This includes providing support with planning permission and also where animal by products are involved liaising with State Veterinary Services. Due to the number of applications Albion Environmental Ltd is currently completing across the country we can identify inconsistencies in SEPA policy. We have been able to resolve issues on a number of occasions using experience gained at other sites.

Albion Environmental Ltd Delivers First Class WAMITAB COTC Assessment Services to Stoke on Trent City Council

After a period of re-structuring within Stoke on Trent City Council there arose the requirement for certain staff members to attain various WAMITAB COTC qualifications for the wide spectrum of sites managed by and on behalf of the council.

The main reasons for these requirements was to ensure the correct levels of WAMITAB COTC provision at their own facilities and to train members of staff from their strategy department (who have the responsibility of checking the contractual & legal compliance of the many private companies contracted to run waste facilities on behalf of the council) in the operational requirements and current best practise in managing these sites. This would ensure that the strategy officers could provide the best possible service.

The potential candidates were split between 2 different departments/reporting chains (operations/strategy) and the level of experience varied drastically between the various candidates with some managers completely new to waste management.

The council required a cost effective solution so it could meet its legal obligations. Albion Environmental Limited was contracted to assist and its involvement started right at the planning stage. A review of the council’s facilities highlighted both the number of WAMITAB COTC holders and the nature of the awards required (this included both Transfer Station Hazardous and Landfill Hazardous awards). A further “Training Needs Analysis” revealed the current levels of knowledge & competencies of the chosen candidates and a comprehensive training package was organised.

The training package (which also included the CIWM Waste Awareness Course) was opened up to other members of staff in addition to the candidates which allowed the training to become very cost effective. The training and subsequent assessments were conducted using genuine, experienced waste practitioners who have many years practical experience running the particular waste facilities being assessed. Most of the assessments are conducted using email which further reduces costs and at present 2 candidates have passed the 4TSH award (and are half way through their second 4LH award) and a further 2 candidates have started their first award 4TSH.

The partnership approach taken by Albion Environmental Limited coupled with the modern innovative methods of assessment adopted by them has realised large savings for Stoke on Trent City Council whilst still delivering a first class service.

Surface Water Management Plan

( Dec 2005)

Albion Environmental Ltd has been working in conjunction with GP Plantscape to develop their surface water management plan at their main composting site. This work has resulted in improvements to water management at the site. We are now following this up with an application for discharge consent for the site. We currently undertake the environmental monitoring for the site which has been a key activity in setting up the surface water and drainage management plans that have been put in place. Most of the development has been completed and final works should be in place for the New Year. Albion Environmental Ltd provides a broad range of environmental consultancy along with a proven track record and would be pleased to discuss what we can do for your company.

CIWM Christmas Lunch

(9th Dec 2005)

The annual CIWM Christmas lunch was held on 9th December this year at Glasgow Caledonian University. Albion Environmental Ltd was one of the sponsors for the event and a few of the staff were allowed to let their hair down for the day. Scotland rugby player Doddy Weir was this year’s after dinner speaker who did a grand job and seemed to know a few of the delegates too well!

WAMITAB Training and Assessment

Albion Environmental Ltd SQA / WAMITAB Centre go from strength to strength with new contracts. Albion Environmental’s emphasis on providing training and assessment to meet the needs of the candidate (and candidate’s employer!) is paying dividends with new registrations increasing every month. More Waste Analysis

(Oct & Nov 2005)

We have recently carried out several waste analysis audits for local authorities in conjunction with LEEP and Caledonian Environmental Centre. The audits were carried out for East, North and South Ayrshire councils as well as West Dunbartonshire council. Waste Analysis service is primarily geared at gaining good quality, consistent data to allow Local Authorities to continue to expand and improve their collection methods. Argyll and Bute Composting

(Oct 2005)

One of Albion’s more recent projects was at Shanks’ Dalinlongart Site in Dunoon in October/November monitoring their composting plant. The plant was not operating as well as expected and part of the project was to increase efficiency and overall productivity. The compost plant is being used to divert domestic waste away from Landfill and converting the waste into compost. The short five week exercise proved very successful and Plant conversion was greatly increased to and above expected targets. Albion Environmental Ltd is proud of its record in working with clients to upgrade and improve their operational procedures and would be pleased to discuss what we can do for your company.
