Scottish Waste Management Conference in Glasgow
(5th and 6th October)
2004. Albion Environmental Ltd was delighted with the response received from delegates at our exhibition stand. We were especially pleased with the response from our existing customers and the number of new companies and organisations showing an interest in the products and services we currently supply. Particular interest was shown towards two of our most recent services - the PC Passport qualification (visit www.pcpassportscotland.co.uk) and our Waste Analysis Service for Local Authorities and large consultancies. Important milestone for Albion Environmental Ltd's WAMITAB Training

Albion Environmental Ltd has only been delivering WAMITAB qualifications for just over two years. Due to our new and innovative approach to the subject, we have been very successful in registering and delivering a large number of awards. We will soon be reaching our 100th candidate. In order to celebrate this event we will be offering to pay the WAMITAB registration fee for our 100th WAMITAB candidate. This is worth £300 of the existing registration fees. Duty of Care and EWC Classification Course
(10th September 2004)
Albion Environmental Ltd provides a simple half-day course, which covers Duty of Care, EWC Classification and preparation of a simple drivers guide. The Course provides the legislative background and also provides a number of examples that are worked through by the candidate. The Course has been designed to
* ensure staff understand the legal requirements
* ensure staff are capable of completing paperwork correctly
* ensure staff get practice in completing paperwork and allocating the correct European Waste Catalogue Code.
Commenting on the course, contracts manager Andy McNish said "the course gave staff the confidence to deal with the paperwork correctly" and also "the transfer station operators and drivers now have a better understanding of the requirements placed upon them by the Duty of Care Regulations and the Waste Management Licence with regard to recording the movement and disposal of waste and the responsibilities that go along with it".

WRAP Wood Recycling Tender

Albion Environmental Ltd has prepared a detailed template to assist with completing the WRAP tender. Successful companies can gain up to £65,000 towards capital expenditure.
Launch of www.pcpassportscotland.co.uk Site

Albion Environmental Ltd was pleased to announce it has been approved by SQA, on July 2004, to deliver the PC Passport Qualification (Scottish equivalent of European Computer Driving Licence).
Details of training provided are now available on www.pcpassportscotland.co.uk
Experienced and qualified trainers deliver the PC Passport qualification in-house. This reduces the amount of time staff have to be away from their normal work. Many of the assessments can also be combined with existing work.

Planning Permission Received for A Corrie Skip Hire

A Corrie Skip Hire received planning permission on 16th August 2004 for a waste transfer and recycling facility at Loreny Industrial Estate, Kilmarnock. The facility will provide a valuable waste transfer and recycling facilities for the companies own skip operation. Albion Environmental Ltd has provided all the necessary technical support to A Corrie Skip Hire for this successful application, including preparing all the documentation to Scottish Executive, Inquiry Reporters Unit (see News Item 6th February 2004). A Waste Management Licence Application is now being prepared for submission to SEPA, by Albion Environmental Ltd. Albion Environmental Ltd is also uniquely placed in being able to carry out this work and at a later date deliver the WAMITAB Certificate of Technical Competence (COTC) training for the sites operators. Albion Environmental Ltd has developed a specialist service to small skip and waste operators who wish to develop their facilities. This service builds on the existing infrastructure and expertise available within the company. Albion Environmental will then provide costed proposals to fill the gaps as required. Albion Environmental Ltd awarded costs from Local Authority over A Corrie Skip Hire Appeal

Albion Environmental Ltd is delighted to receive costs from East Ayrshire Council to cover the Planning Appeal. A planning appeal was prepared after the facility was recommended for approval by Council officials but refused by the Planning Committee on the grounds that “the proposed development would have an adverse effect on the area by reason of traffic and odour”, on 6th February 2004.
Malcolm Mahony the enquiry reporter stated in his decision “as noted in paragraph 4 of SDD circular 6/1990, parties are normally expected to meet their own expenses”. He later states “I find that the council refused the application contrary to advice of its planning, environmental health and highway officers, and on grounds unsupported by any external consultee. No substantive evidence to support its view, regarding either odour or highway matters, was produced. Its concerns on the part of residents were not reflected in any objections from third parties or from the local community council. The decision was made in the face of government advice that priority is to be given to developments enabling the recovery of waste for recycling. I would have also expected the council to have taken due note of the appeal decision at Moorfield Industrial Estate before making the decision in this case. That appears not to have happened. I therefore find that the council acted unreasonably”
He finishes by stating, “that unreasonable conduct caused your client company unnecessary expense because it was unnecessary for the matter to come before the Scottish Ministers”.
Albion Environmental Ltd and A Corrie Skip Hire are pleased with the decision we are obviously disappointed that the project is now 6months behind schedule due to this unnecessary delay.
Waste Analysis for Local Authorities
(2nd August 2004)
Albion Environmental Ltd is pleased to announce the launch of a Waste Analysis service for Local Authorities. The service can be provided for un-segregated waste, segregated waste and residual waste. Detailed Method Statement and Risk Assessments are discussed and agreed with the client.
Waste Analysis service is primarily geared at gaining good quality, consistent data to allow Local Authorities to continue to expand and improve their collection methods. For further information and informal discussion please contact us.
Albion Environmental Ltd SQA / WAMITAB Centre

SQA carried out a detailed audit of all the qualifications currently delivered by Albion Environmental Ltd on 14th July 2004. We are pleased to report that it was an extremely positive report, which is a compliment to the staff that have invested a lot of time and effort to ensure we deliver a quality service.
Under the heading “Good Practice”, Dr. Jennifer McQuaid – Cook was pleased to note-

· “Sensible system of confirming procedures linked with evidence and advice to candidates and site managers.”
· “Strengths in practical approach and broad knowledge of waste management”

Albion Environmental Ltd was disappointed to receive a refusal for planning permission for a Waste transfer and recycling facility in Kilmarnock, for A. Corrie Skip Hire. The facility was recommended for approval by Council officials but refused by the Planning Committee on the grounds that “the proposed development would have an adverse effect on the area by reason of traffic and odour.”
There are strong grounds for appeal in this case and Albion Environmental Ltd has been requested to prepare and appeal to the Scottish Executive, Inquiry Reporters Unit.
