“So you think you know about waste?"

That was the question put to candidates recently at the Scottish version of the Chartered Institution of Wastes Management (CIWM) Waste Awareness Certificate Course. Although most participants were pretty confident that they were well informed, without exception they learned a thing or two! The Waste Awareness Course takes you on a comprehensive but fairly basic journey through:
· Why we need to bother at all;
· What exactly is waste;
· What can we do to reduce, reuse and recycle our waste;
· The best ways to dispose of waste when we have to;
· Health and safety issues;
· Where we are with legislation;
· Where can we get some help.
Most of the candidates completing the inaugural courses, organised by Alasdair Meldrum of Ayr based consultancy, Albion Environmental Ltd, agreed that they knew something about their waste at the outset, but they had all really learned a lot by the end of the day. It was a surprise to many that they didn't really understand just how much their waste was costing them and more to the point, how easy it is to make substantial savings in a relatively short time. The Waste Awareness Certificate Course was officially launched on 1st March 2004 at the National Waste Plan - Stakeholder Conference 2004, Glasgow, hosted by the Scottish Environment Protection Agency. Allan Wilson MSP presented the first successful participants with their certificates. Well done!!

Planning Permission for Waste Transfer and Recycling Facility, Kilmarnock

Billy Bowie Special Projects Ltd received planning permission on 4/2/04 for a waste transfer and recycling facility at Moorfield Industrial Estate, Kilmarnock. The facility will provide a valuable waste transfer and recycling facilities for the local business community in the area. It will also permit desludging of tankers, which is essential to the ongoing success of the Billy Bowie Special Projects Ltd tanker service.
Albion Environmental Ltd has provided all the necessary technical support to Billy Bowie Special Projects Ltd for this successful application. A Waste Management Licence Application is now being prepared for submission to SEPA, by Albion Environmental Ltd. Albion Environmental Ltd is also uniquely placed in being able to carry out this work and at a later date deliver the WAMITAB Certificate of Technical Competence (COTC) training for the sites operators.
Albion Environmental Ltd has developed a specialist service to small skip and waste operators who wish to develop their facilities. This service builds on the existing infrastructure and expertise available within the company. Albion Environmental will then provide costed proposals to fill the gaps as required. This service is so successful we are currently working on four similar projects.

Pilot Waste Awareness Certificate Course Delivered to Crosshouse Hospital, Kilmarnock

Albion Environmental Ltd has been contracted to provide the first Waste Awareness Certificate Course to a NHS Hospital in Scotland. The course was provided in January 2004 to employees of Crosshouse Hospital, Kilmarnock. The course is targeted at all staff who deal with waste during their work. It covers the legislative requirements and the various recycling and disposal options. It is also designed to try and encourage employees to consider ways to reduce waste and to encourage re-use of waste. The course is approximately 6 hours long, and designed to encourage candidate participation.

A Chartered Institute of Wastes Management Waste Awareness Course was held at Dumbarton. Delegates were present from Lomond Training and Environmental Services Ltd, West Dunbartonshire Council, Govanhill Community Development Trust and C&M Training. Very positive feed back was received from all the candidates.

Pilot Waste Awareness Course

Albion Environmental Ltd was pleased to deliver the first Chartered Institute of Wastes Management Waste Awareness Course to South Lanarkshire Council on 19th November 2003. The course was delivered to staff responsible for educating the public in the new waste collection systems being rolled out across the area. The course was well received by all staff.
Albion Environmental was pleased to deliver the new Training Course to Oakbank Services in Dumfries. The course covers Duty of Care, EWC Classification and prepared a simple drivers guide.

The Course provides the legislative background and also provides a number of examples that are worked through by the candidate. The Course has been designed to:
* ensure staff understand the legal requirements
* ensure staff are capable of completing paperwork correctly
* ensure staff get practice in completing paperwork and allocating the correct European Waste Catalogue Code
Commenting on the course, contracts manager Andy McNish said "the course gave staff the confidence to deal with the paperwork correctly" and also "the transfer station operators and drivers now have a better understanding of the requirements placed upon them by the Duty of Care Regulations and the Waste Management Licence with regard to recording the movement and disposal of waste and the responsibilities that go along with it". The success of the course was down to the fact that the course was tailored to Oakbank Services requirements. Planning Permission for Waste Transfer and Recycling Faculty, Stranraer

Luce Bay Plant Hire Ltd received planning permission on 13/10/03 for a waste transfer and recycling facility at Droughduil near Stranraer. The facility will provide a valuable waste transfer and recycling facilities for the local business and farming community in the area. At present the only alternative facilities are large distances away or landfill sites which provide no facilities for recycling.

Up to £500 funding per employee is available to Companies through the Scottish Enterprise Employee Lifeskills Programmed. This funding can go towards Vocational Qualification Training and the Waste Awareness Certificate Course. SEPA Require Exempt Facilities to be Registered by 1st October 2003

Under the Waste Management Licence Amendment (Scotland) Regulations 2003 you need to register with SEPA by 1st October 2003 if you wish to carry out any of the following-
Paragraph 7 - treatment of land for agricultural benefit or ecological improvement
Paragraph 9 - reclamation or improvement of land
Paragraph 19 - waste for construction or other relevant works
With these applications you need to give SEPA 21 days notice, so in effect the last submission date is 9th September 2003. Albion Environmental Ltd has extensive experience in completing these applications. For further information please contact us.

Advance Notice - Certificate of Technical Competance (COTC) Launched In Northern Ireland

WAMITAB and Northern Ireland Environment and Heritage Service are holding a series of seminars on the 10th, 11th and 12th September 2003 in Northern Ireland. Until now there has been no requirement for managers of waste management facilities, in Northern Ireland, to hold a COTC. The legislation has now been brought up to date with the rest of the UK and it will now become a legal requirement to hold a COTC. Albion Environmental already has one trainer and assessor who lives and works in Northern Ireland, so is perfectly placed to assist with your training requirements.
