Environmental Monitoring and Annual Monitoring Reports

As part of Albion Environmental Ltd’s extensive and varied environmental monitoring services for the waste industry, all Annual Environmental Monitoring Reports had to be submitted to SEPA before the end of March.

All landfills are expected to submit this report every 12 months to SEPA. The report includes all monitoring data for the previous 12 months and interpretation of the data. Annual reports are required by WML and PPC conditions but as part of our monitoring service we prepare them as standard even when the waste facility does not need to report them to the regulatory authority.

Albion provide environmental monitoring to many landfill sites and other waste facilities. The monitoring ranges from routine monitoring on gas extraction systems to PPC compliant weekly and monthly monitoring of ground and surface waters, leachates, on and off-site gas boreholes and also ad-hoc monitoring of soils and waste materials.

All samples can be submitted to UKAS accredited labs by or on behalf of the client. All samples are submitted with a chain of custody to allow tracking from sampling to reporting.

All in-situ readings, sampling and analysis as well as the lab analysis are reported to the client as per the relevant WML or PPC requirements. Breach monitoring is also undertaken and reported as per WML / PPC requirements. All relevant trends are reported to the client and regulatory authority as required.

New monitoring locations can be developed and monitored as necessary with extensive field notes taken in-situ.

Ongoing CQA Work

Albion Environmental Ltd is pleased to continue its success in completing CQA project work for Oran, WRG, Infinis, Shanks Argyll and Bute, Straid Farm Landfill and Tarbolton Landfill Site within the last 12 months. With our considerable experience of landfill operations the company was able to provide the technical support required.
Oran requested CQA on a repair to the liner after a defect was reported on one of their new landfill cells. The repair was witnessed and reported by one of our CQA staff over the space of 1 day. All documentation was compiled and reported to the client before their deadline to the necessary regulatory authority.
Tarbolton Landfill is currently undergoing capping operations to their old Phase 1 area of site and Albion Environmental Ltd is providing CQA for the project. We also successfully oversaw the CQA operations of the new Landfill Directive PPC Compliant cell in their Phase 2 part of site. A new landfill cell is expected to be constructed during the summer and again Albion will be providing the necessary CQA cover.
Capping operations at Shanks Argyll and Bute Landfill Sites in Dunoon (Dalinlongart Landfill Site) and Oban (Moleigh Landfill Site) were completed last year. Albion provided CQA cover on both these sites as well as Lingerton Landfill Site in Lochgilphead which is currently being capped. It is expected new landfill cells will be constructed at Dunoon and Lochgilphead in 2009 / 2010 where we will also provide CQA.
Infinis requested CQA for new gas wells which were drilled over 2 months in November and December 2008. They required more gas wells to improve the gas extraction systems in place on site to power their engines. CQA cover was provided for their sites at Greengairs, Oatslie, Wester Hatton and Tarbothill Landfill sites.
Another recent CQA client includes WRG who requested a retro-drill on one of their collapsed leachate wells at Greengairs Landfill Site. This collapsed chamber was re-drilled with outer steel casing and inner HDPE casing over a period of 3 days.
We have recently completed CQA cover on Phase 4 at Straid Farm Landfill Site near Girvan in South Ayrshire. This landfill cell was constructed over several months and was subject to several delays due the very inclement weather experienced at the end of 2008. The project commenced in Spring of 2008 and was completed in February 2009.
All CQA projects undertaken by Albion Environmental Ltd include the CQA Specification Report (if requested), daily CQA Presence and the CQA Verification Report.

Planning Permissions

Albion Environmental Ltd has made several successful planning applications for their clients recently prior to submitting Waste Management Licence / PPC Permit applications.

We have successfully submitted a planning application for a waste transfer station in Cumbria. The whole application was submitted on-line and processed over 4 months. Our client, Longtown Skips currently own an operational waste transfer and recycling facility in Carlisle and wished to expand their operations to another facility near Wigton.

After the planning application was granted by Cumbria County Council, we are in the process of applying for their Waste Management Licence from the Environment Agency which is also being applied for on-line.

By applying on-line for these applications it saves copying, binding and submitting (up to 10) hard copies to the relevant regulating authorities.

Albion are also currently applying for an extension and amendment to a current planning application on behalf of one of our clients. Albion had previously successfully amended a previous planning permission and waste management licence for them for another waste facility. If this current planning application is successful then we will then apply to amend the waste management licence for their waste transfer station.

Albion Environmental Gets Live Tracking

To improve team efficiency and provide a lone working solution Albion have signed up with Aeromark (Orange network partner) and Securi Guard to provide a vehicle and lone worker tracking solution.

All Albion company vehicles are now fitted with a tracker which can be viewed on line via orange web site. Staff are also issued with a personal panic / distress button, which can be used remotely from their vehicle. Calls from the distress system are monitored by secure guard 24 hrs per day to react to any incidents as and when they occur.

System is now live and Albion is delighted with the information provided by the system.

Health and Safety Consultancy

It is now almost a year since we appointed Billy Anderson as our QUENSH (Quality, environmental, safety and health) Manager. Billy has a wealth of experience from providing Health and Safety consultancy services to the construction industry.

Billy has steadily built up our range of clients including civil engineering companies, waste management companies and local authorities. We continue to increase our workload in this area even during the current economic downturn. This is being achieved by delivering a high quality and practical level of service which the clients require to allow them to carry out their operations safely.

In order to cope with the increased work load Jonathan Love is now working alongside Billy to supply these Health and safety consultancy services to our clients.

Applications submitted to meet SEPA Deadline

The recent ending (31st March 2009) of SEPA’s decision not to charge for WML and PPC application fees has resulted in Albion submitting a number of applications in March 2009. Applications included –
• PPC application for Billy Bowie – Vertical compost unit (VCU) system is currently operational under an existing Waste management Licence.
• PPC application for GP Plantscape – this is a new application for in vessel composting system to supplement the existing green waste windrow composting facility on site.
• New Town Skips – waste management licence application for new transfer station proposed for Motherwell.

The application for another two in vessel composting systems capable of dealing with animal by product waste confirms Albion’s expertise in this field. Out of the seven ABP compliant composting systems currently approved by DEFRA in Scotland Albion Environmental has been working five of them.
