Delivery of communications training to Local authority frontline recycling staff in Scotland

Following the success of a recent roll out of Frontline Services training to a Local Authority in the Glasgow area, Albion Environmental Ltd are pleased to announce they have again been appointed by WRAP & Zero Waste Scotland to deliver Communications training to Local authority frontline recycling staff in Scotland.
 
In order to help local authorities and their contractors to meet frontline staff training needs, WRAP has developed a communications training package that may contribute to the achievement of a Level 2 Scottish National Vocational Qualification (SNVQ) in Recycling Operations.
 
The ‘Crew communications’ training package, developed and piloted by WRAP includes materials for interactive sessions delivered direct to the LA staff.
The package consists of 5 sessions. Each session is designed to be delivered in approximately 20 minutes. It can also been delivered as 1 continuous session. The session titles are:
  • Understanding the bigger picture; Circular Economy (Closed Loop Recycling)
  • Knowing about local issues;
  • Contamination;
  • Engaging with the public;
·         Avoiding conflict.
 
The training is customised to fit the systems operated by the local authority and materials are left with the LA to enable on-going delivery. The training has been successfully delivered to more than forty local authorities, to recycling crew, staff at household waste recycling centres (HWRC) and call centre staff.
The package has recently been updated and revised to link more closely with the communications material used by the local authority. Adaptations have been made to produce a version specifically aimed at HWRC and helpline/ call centre staff.

Frontline Services Training Delivered to nearly 100 Local Authority operatives over 8 days.
Albion Environmental Ltd were pleased to be appointed by WRAP & Zero Waste Scotland to deliver Frontline Services training to East Dunbartonshire Council employees.
The purpose of the contract was to deliver ZWS communication training to East Dunbartonshire Councils collection crews and others as deemed appropriate by ZWS and the Council.
This training was delivered to support a major change to the existing collection system which was being rolled out across the whole area. After the course staff were much more confidant in the changes being implemented and could act as the front line to answer and address any queries from the public
Albion Environmental were appointed to 
Organise and manage an initial scoping meeting with the Council.
Organise, manage and deliver training. This will include:
·       Liaise with the Council to arrange dates and a venue for the training.
·       Customise the training to meet the Council’s requirements for introducing a source segregated food waste collection, a new recycling collection and moving non-recyclable collections to a fortnightly cycle.
·       Deliver the training at the agreed times and venue.
·       Provide a brief report to ZWS on the outcomes of the training to include the names of attendees for certification by ZWS.
At the end of 8 days of training arranged over a three week period, 97 employees benefited from the training and the feedback was very positive from all departments.

WAMITAB External Verification Visit Completed

WAMITAB made their 6 monthly External Verification visit to Albion Environmental Ltd. This was another positive visit for Albion.   
 
The visit was review and ensure that all the necessary documentation was in place. The WAMITAB verifier was impressed with the centre setup noted in her report

 “This Centre is well run and to a high standard, using extensive and robust systems, clear strategy and plans. Internal verification is provided in a supportive manner with constructive feedback for Assessors. There is a regular skills check carried out for Assessors/IVs and updating of skills when required.

Candidates’ needs are well catered for with a comprehensive induction process which ensures that candidates understand their commitment and the role and commitment that will be provided by the Assessor”

14 deaths in waste sector in 2012/13 so far…

According to an article this week on LETS RECYCLE, The waste and recycling industry needs to “step up to the plate” if it is to see an improvement in health and safety, according to Wayne Williams, inspector for the Health and Safety Executive (HSE).
The call for action comes after a ‘bad year’ so far for the industry after it was revealed that 14 people were killed in waste and recycling related incidents between April 2012 and January 2013. Ten of the deceased worked for the industry while four of the fatalities were members of the public.
The waste sector is being urged to take action to reduce the number of incidents
The number of people working for the waste industry who have died so far in 2012/13 is double that of 2011/12 when five workers died.
 
Gauntlet
Speaking to letsrecycle.com on January 16th Mr Williams said 2012/13 has been a bad year for health and safety in the waste industry, which is still lagging behind other industries in terms of performance. In a bid to reduce the number of incidents.
Mr Williams added: “At the end of the day it is with the industry to pick up the gauntlet and demonstrate that they are taking it seriously and moving forwards.”
 
Trends
Looking forward, Mr Williams said he wanted to see the number of injuries – including fatal, major and reportable – drop. He said that comparing figures on a year to year basis is difficult, particularly for fatalities, which can be sporadic, but that trends over a number of years give a better indication of the performance of the industry.
Generally, Mr Williams said, the number of incidents in the waste industry was falling but not quick enough.
 
WISH
Because of the nature of the industry, Mr Williams said that waste will remain a ‘high priority’ inspection area for the HSE. In a bid to engage members of the industry the HSE and the Waste Industry Safety and Health (WISH) form – a body of industry experts who advise on health and safety – is set to hold an invitation only summit on February 7 in Solihull which will gather key players from the waste industry.

WAMITAB Level 4 – Certificate in Facilities Management Practice

Albion Environmental Ltd have just delivered the first inductions for 3 candidates at facilities management company ISS, completing a Level 4 Certificate in Facilities Management Practice

This qualification covers a large range of activities and is suitable for supervisory and management roles in the public and private sector, within facilities management occupations.

Can anyone do it?
There are no entry requirements for this qualification, although candidates will need to be employed in a suitable position, as it is assessed ‘on-the-job’.

What does it cover and how will I learn?
Facilities Management covers activities in relation to waste,recycling,cleansing and other areas which relate to buildings and services. As such,facilities management skills will be required throughout Local Authorities, large private companies and contractors to ensure the sustainable maintenance of operating facilities. The waste sector will also require the skills to facilitate sustainable maintenance functions for the premises it operates on and within. It is assessed ‘on-the-job’ and learning will take place naturally as part of the normal working environment and routine.

What next?
Candidates will be able to progress from this qualification to a number of qualifications in waste,cleansing and facilities management at Level 3and 4 in order to widen and extend job roles.

North Ayrshire extends Landfill Management Contract.

North Ayrshire Council recently extended Albion Environmental Ltd.’s landfill management cover role to October 2013.

North Ayrshire Council's landfill site at Shewalton Road, Irvine  currently accepts household waste (excluding
co-mingled waste) collected from the North Ayrshire Council Area. Albion Environmental Ltd. were originally appointed to manage the landfill site in November 2010 on a short term contract.  This contract has been extended on several occasions and Albion Environmental Ltd are delighted to have been appointed on all extensions resulting in an uninterrupted presence on the site for two years.

During that time, and with the support of North Ayrshire Council, Albion Environmental Ltd have managed to improve the site's SEPA appraisal level from poor to good. This has had the added benefit of greatly reducing the level of complaints received from both SEPA and the general public. Albion Environmental Ltd has also developed a long term development and financial plan for the site which allows information to be passed on to Council officials and their elected members to be used in determining required budgets for the site.

In addition, Albion Environmental Ltd, have also developed and instigated a training plan for the site operators which includes matters such as Health and Safety Training, Plant Operatives Training, in-house tool box talks and compliance with the site permit.

Albion Environmental Ltd recognise the importance of recycling wastes not only for the Council but as a National Target and over the last 24 months have taken cognisance of wastes delivered to the site and have recommended several recycling matters to the Council that have subsequently been implemented.  

Albion Environmental Ltd have also developed a communication protocol which encourages and allows regular contact with all third party stakeholders including SEPA and the general public.

Albion Environmental Ltd welcome the opportunity to continue with the development and operation of the site and look forward to providing technical and operational support to North Ayrshire Council for the next twelve months.

Revised Continued Competence – WAMITAB

The revised questions for the CIWM and WAMITAB Continuing Competence Scheme will be operational from 11th September 2012.
The test now comprises 18 questions for the generic part (covering legislation, health & safety and environment protection) and a further 8 questions for each activity specific elements/options, depending on how many you choose (as opposed to the previous split of 20 generic and 6 for each specific). The total 'test time' allowed will still be 60 minutes. This change has been implemented following feedback from the sector.
Syllabuses and Information, Advice and Guidance (IAG) which relate to the new questions (for tests taken on or after 11th September 2012) can be located on the WAMITAB website, in the sub-navigation menu of the Continuing Competence section: http://www.wamitab.org.uk/pg/continuing-competence-new/which-test-after-2012
The information for tests to be taken prior to 11th September 2012 will also remain on the site to allow those candidates to continue their test preparations.
