Fires in the Waste Industry in the United Kingdom

Many in the industry will be aware of the increasing incidents of major fires in the waste management industry. This will only get worse as companies strive to avoid landfill tax and retain more and more waste on site.

In the past few months there have been a number of fires occurring in the UK’s waste industry facilities. These fires have had a significant impact on the operation of these businesses.
 
The most recent accidents include:

21st January 2013 – fire at a waste plant in Renfrewshire.
More than 60 fire fighters were deployed to the WRC Recycling building in Floors Street, Johnstone. Fire caused major travel disruption. Nobody was killed or injured. Some local people were asked to leave their homes until the blaze was brought under control. Trains from Glasgow to Ayr, Ardrossan and Largs were disrupted after heat caused damage to cables. Services returned to normal in the afternoon.

27th December 2012 – Oran Environmental
A total of 24 fire fighters, three ground appliances and one aerial platform have remained on site. The fire broke out in a warehouse containing clothing, mattresses and waste paper. Central Scotland Fire and Rescue Service said no-one was injured during the incident. The local authority has also sought to reassure the public that there are no health risks related to the dissipating plume of smoke from the site.
30 September 2012 – Fire at Southampton recycling plant.
Piles of domestic waste have been on fire at Willments shipyard in Hazel Road, on the Itchen riverside for four days. According to Fire service – no one was injured.

19 September 2012 – Huge fire at waste disposal firm in Sheffield
Dozens of fire-fighters have tackled a fire involving several tonnes of refuse at a waste disposal firm in South Yorkshire. The staff was evacuated. The fire service said no-one had been injured.

14 deaths in waste sector in 2012/13 so far…

According to an article this week on LETS RECYCLE, The waste and recycling industry needs to “step up to the plate” if it is to see an improvement in health and safety, according to Wayne Williams, inspector for the Health and Safety Executive (HSE).
The call for action comes after a ‘bad year’ so far for the industry after it was revealed that 14 people were killed in waste and recycling related incidents between April 2012 and January 2013. Ten of the deceased worked for the industry while four of the fatalities were members of the public.
The waste sector is being urged to take action to reduce the number of incidents
The number of people working for the waste industry who have died so far in 2012/13 is double that of 2011/12 when five workers died.
 
Gauntlet
Speaking to letsrecycle.com on January 16th Mr Williams said 2012/13 has been a bad year for health and safety in the waste industry, which is still lagging behind other industries in terms of performance. In a bid to reduce the number of incidents.
Mr Williams added: “At the end of the day it is with the industry to pick up the gauntlet and demonstrate that they are taking it seriously and moving forwards.”
 
Trends
Looking forward, Mr Williams said he wanted to see the number of injuries – including fatal, major and reportable – drop. He said that comparing figures on a year to year basis is difficult, particularly for fatalities, which can be sporadic, but that trends over a number of years give a better indication of the performance of the industry.
Generally, Mr Williams said, the number of incidents in the waste industry was falling but not quick enough.
 
WISH
Because of the nature of the industry, Mr Williams said that waste will remain a ‘high priority’ inspection area for the HSE. In a bid to engage members of the industry the HSE and the Waste Industry Safety and Health (WISH) form – a body of industry experts who advise on health and safety – is set to hold an invitation only summit on February 7 in Solihull which will gather key players from the waste industry.

HSE prepares inspectors for fees for intervention

The HSE has just completed a two-week shadowing initiative to train inspectors in its new cost-recovery scheme, which begins next month.
A panel of lawyers revealed this and other details about the scheme, also known as 'fees for intervention' (FFI), to delegates during the 'In court live' session at IOSH12. Companies found to be at fault of a contravention will be charged at £124 per hour.
The shadowing scheme, which ended last week, has therefore focused, in part, on training inspectors to accurately record the time they spend on interventions, so that a judgement over any subsequent fee can be accurately made.
The Executive initially wanted to introduce a challenge process involving three stages, all of which would have been overseen by someone internal at the HSE. However,  the Executive has now decided “not to be judge and jury”, so the third stage will involve the decision and the fee being scrutinised by a panel, including a front-line inspector, someone from the regulator’s policy and procurement department, and an independent individual.
Although the HSE is not intending to charge for advice given by inspectors, the issue of whether the cost-recovery scheme could have an impact in this regard did come up. Paul Verrico, solicitor-advocate at Eversheds, told delegates that the HSE had told him that it is not recruiting any extra staff to administer the scheme, and this alone would mean that the chances of getting advice from busier inspectors, would, potentially, diminish. This view is not, however, held by the HSE, whose chief executive, Geoffrey Podger, described FFI as "a good way to provide us with more resources", when he addressed the IOSH conference in the opening plenary session.
Summing up, Maxwell-Scott described the FFI scheme as one of the most interesting legislative areas to watch. He pointed out that there is a pyramid of health and safety enforcement, and that with around 1000 prosecutions a year and 15,000 enforcement notices a year, the number of formal FFI letters sent to duty-holders can therefore be expected to be even higher.
